Study commissioners are citizens who live within the jurisdiction being studied and do not currently hold an elected office of that local government. (7-3-176, MCA) 
The ex-officio member is a non-voting member of the study committee. They are appointed by the local governing body and are either an employee or elected official of the local government being studied. (7-3-177, MCA) 
No, a study commissioner may not be paid for their time or service. However, they can be reimbursed for actual expenses incurred while performing official duties. (7-3-178,MCA) 
A vacancy on the study commission, include the ex-officio member must be filled by appointment of the governing body being studied within 30 days of the vacancy. (7-3-178,MCA) 
  • Submit a budget for adoption by the governing body 
  • Elected officers of the study commission  
  • Publish an expected timeline in the newspaper 
  • Conduct one or more public hearings to gather more information  
  • Create a tentative report 
  • Conduct a hearing on the tentative report 
  • Adopt final report and submit any proposed ballot measure for election
